Toll cordon design

چکیده
Pricing is one of the best tools to improve the efficiency of highly congested transportation networks. It has been shown that an optimal toll pattern can be determined by applying the welfare-economics principle of marginal pricing. Because implementing the marginal pricing solution to the toll optimization problem requires charging each arc of the network any real valued toll, which is not realistic, then it is worth addressing the problem with reference to specific pricing schemes. In this paper the case where the access of private vehicles to a distinct area of the city is charged a toll is considered. The aim of the work is to define a methodology capable to determine the optimal shape of the cordon delimiting such a charged-access area, while the toll is assumed to be given and constant.

Variational inequality model for cordon-based congestion pricing under side constrained stochastic user equilibrium conditions
A major objective of the practical implemented cordon-based congestion pricing schemes is to maintain the traffic conditions within the cordon area, which is rarely considered in most of the existing studies. Thus, this paper addresses the optimal toll charge pattern that can restrict the total inbound flow of each cordon to a predetermined threshold. The toll charges on all the entry links of ...

In this paper, the possibility of applying simplified schemes, such as cordon pricing, as a second-best solution of the toll network design problem is investigated in the context of a multiclass equilibrium on multimodal networks with elastic demand. To this end a suitable equilibrium model is presented together with an efficient algorithm capable of solving it for large scale networks in quite...
متن کاملSimultaneous determination of optimal toll locations and toll levels in cordon-based congestion pricing problem
The congestion pricing has been discussed as a practical tool for traffic management on urban transport networks. The traffic congestion is defined as an external diseconomy on the network in transport economics. It has been proposed that the congestion pricing would be used to reduce the traffic on the network. This paper investigates the cordon-based second-best congestion-pricing problems on...

The applying of simplified schemes, such as cordon pricing, as second-best solution to the toll network design problem is investigated here in the context of multiclass traffic assignment on multimodal networks. To this end a suitable equilibrium model has been developed, together with an efficient algorithm capable of simulating large scale networks in quite reasonable computer time. This mode...
متن کاملA Cordon Charge for the District of Columbia: a Solution to Dc’s Fiscal Problems and the Region’s Congestion?
This paper investigates a solution to an existing federal policy which prohibits the District of Columbia (DC) from imposing commuter taxes on non-residents, a tool which other cities in the US use to address revenue problems associated with high numbers of non-resident workers. DC, which has higher local governance costs per capita than its surrounding suburbs, must impose higher income tax ra...
